Brief Summary:

Program Description: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) is anticipating purchasing one (1) additional Mobile Production Center (MPC) for the Joint Readiness Training Center (JRTC) at Fort Polk, LA as either a modification under the current Delivery Order (D.O.) or as an order under PEO STRI’s Omnibus Contract (STOC II). General Dynamics is currently producing MPC units under a competitively-awarded D.O. and the Technical Data Package is not yet complete. Having General Dynamics produce the additional unit will take full advantage of the “hot” production line and ensure interoperability. An MPC is comprised of a Mobile After Action Review (MAAR) Theater, Mobile Production Unit (MPU) and a trailer-mounted electrical power generator and microwave set (Power and Antenna Trailer (PAT). Acquisition Approach: The Government intends to award a new Delivery Order (or a modification to the existing Delivery Order W900KK-09-D-0340 0008) to General Dynamics (GDIT), 3211 Jermantown Road, Fairfax, VA 22030, (Cage Code 474R7). This Delivery order will be issued on a sole source basis in accordance with FAR 16.505(b)(2)(i)(C), “the order must be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.” GDIT was the successful recipient of the original competitive action awarded under STOC II. This effort will be Firm-Fixed Price. Award is anticipated in 1st quarter GFY 2018.
