This is a DRAFT Request for Proposal (RFP) for PM Constructive Simulation’s (PM CONSIM’s) Digital Integration Laboratory (DIL).

Questions and comments regarding the DRAFT Solicitation are welcome and must be submitted no later than 1300 Hrs EST, 15 April 2014. Offerors are encouraged to comment on the clarity of the requirement, the criteria and instructions, the page count limit, and the necessity of a hard copy of the proposal. Please send questions and comments in writing directly to the Contract Specialist, Jackie Bushway, at Jacqueline.Bushway@us.army.mil, with a copy furnished to Aurora Ramirez at Aurora.I.Ramirez@us.army.mil.

The Government will host a site visit of the DIL on Tuesday, April 8, 2014 at 9:30 am. Each prospective offeror is limited to two individuals for the site visit. Names, birth dates, and country of citizenship must be coordinated through Kathleen Bancroft (kathleen.b.bancroft.ctr@us.army.mil, (407) 384-3991), by close of business on Friday, April 4, 2014. The site visit will start promptly at 9:30 am, with a short explanation of the lab; followed by half an hour for the visit. Questions will not be answered at this time. All questions must be submitted in writing to the Contract Specialist. No electronic devices will be allowed in the DIL during this site visit or at any other time, to include cell phones, cameras, laptops, tablets, etc.

This requirement is being competed within STOC II Lot I. A Firm Fixed Price (FFP) task order with Cost provisions is anticipated. The period of performance to include exercised options will not exceed five years.

Anticipated Procurement Acquisition Lead Time (PALT) milestones are as follows:
