Brief Summary:

The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is conducting a Site Visit/Industry Day to provide potential offerors and interested parties to solicitation STOCII-15-OPA-0008 the opportunity to view and inspect the existing MPC system and to attend a briefing on the system. (Note: The draft Request for Proposals (RFP) was publicized on STRI BOP on 5 Oct 2016 and closed on 20 Oct 2016. It is anticipated that the final RFP will be issued shortly after the site visit).

The event is Wednesday, 16 Nov 2016 from 10:00-2:00 p.m., local time near Leesville, Louisianna. Please note timezone. Location is on attached map. To ensure adequate space, each contractor is limited to four representatives. Attendees shall pre-register by filling out the attached RSVP Spreadsheet and returning it to Steve Gataletto, Contract Specialist, via e-mail no later than 4:00 p.m. on Friday, 11 Nov 2016. The event will be held off base so no access/visitor badges will be required. Photos may be taken but are only for use in preparing proposals and shall not be shared, published or utilized for any other purpose.

Please note that no questions will be answered at the event nor will there be any one-on-one meetings. However, questions may be submitted in writing at the event to Steve Gataletto to be answered later as part of the Q&A section of the final RFP. Additionally, questions may also be submitted in writing via e-mail to Steve Gataletto, Contract Specialist, no later than 23 Nov 2016. These too will be addressed in the final RFP.

Attendees at the site visit and potential offeror's are advised that the U.S. Government will not reimburse any contractor for costs incurred in the response to or actions taken as a result of this notification. Not responding to this notification or not attending the site visit does not preclude participation in any future RFP or other solicitation, if any is issued.

Narrative:The Government has a requirement to provide for the end-of-life replacement of components within the MPC at the JRTC, Fort Polk, Louisiana. An MPC is comprised of a Mobile After Action Review (MAAR) theatre, a Mobile Production Unit (MPU) with a Retractable Power Tower with Antenna, and a Towed Generator which powers the total MPC. Additionally, interim lifecycle support (ILS) for the MPC is required.

The purpose of this posting is to provide potential offerors a copy of the DRAFT RFP for the MPC. The Government encourages potential offerors to provide input, questions, recommendations and any other feedback on this DRAFT RFP and all associated documents. The goal of soliciting this feedback is to improve the overall quality and accuracy of the RFP in hopes of receiving better proposals which, in turn, will result in a better Delivery Order and end product.

The closing date for the DRAFT RFP is for the input described above. The Government would like the comments earlier, if possible. It is anticipated that the Government will issue a final RFP within a few days after the closing date of this posting.

Additionally, the Government intends to conduct a site visit for this requirement on or aound 16 November 2016. Once the specifics of the site visit are finalized, the Government will post an announcement under this opportunity number with exact date, time, location and information necessary for potential offerors to attend.

Potential offeror's are advised that the U.S. Government will not reimburse any contractor for any information or administrative costs incurred in the response to this notification: all costs associated with responding to this draft RFP will be borne solely by the interested party.

Not responding to this notification does not preclude participation in any future RFP or other solicitation, if any is issued.

The information provided in this Draft RFP is subject to change and is not binding on the Government.

This notice does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products and/or services.

The Government does not intend to award a contract on the basis of this Draft RFP or reimburse the costs incurred by potential offerors in providing the information requested herein.
