NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT

This Notice of Intent has been updated to include additional information to explain the Government’s rationale for its sole source effort for the EST Bridge Delivery Order, which will be an interim procurement vehicle to satisfy the Government’s minimum EST requirements and support needed until the competitive award of the EST II contract.

PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager for Combined Arms Tactical Trainer, Ground Combat Tactical Trainers (PM CATT-GCTT) has a requirement to continue the acquisition of Engagement Skills Trainer (EST) systems and weapons, installation, and delivery testing to satisfy immediate training needs.

A bridge PEO STRI Omnibus Contract II (STOC II) delivery order (D.O.), with a NTE $12M value, will be established as an INTERIM procurement vehicle to satisfy the Government’s minimum EST requirements and support needed until the competitive award of the EST II contract. The Government is not planning any development work under the EST Bridge contract, but will not exclude it if the need arises. The bridge D.O. will satisfy a current requirement from the U.S. Army Reserve (USAR) to procure 17 EST heavy suites. In addition, the bridge D.O. will contain incrementally exercised options to support the acquisition of EST systems and weapons, installation, and delivery testing until the EST II contract award and/or 30 September 2013.

The Government has an immediate training requirement from the U.S. Army Reserve (USAR) to procure 17 EST heavy suites. These systems are listed on the Mission Essential Requirements (MER) as critical requirements for USAR training, and are needed as soon as possible since the EST is a critical marksmanship training asset. Failure to provide the USAR with these additional systems during CY13 timeframe jeopardizes the USAR’s home stations capability to meet their small arms weapons qualification requirements. In addition, it undermines the Chief Army Reserves (CAR's) number one operational priority for his forces of simulated marksmanship training “to save time and efficiency”.

The Government does not have the source code for the current EST scenarios. Therefore, any other marksmanship trainer would not currently provide the validated training capability of the current EST, which could be detrimental to the Army/USAR training. Validation of a marksmanship trainer could take up to a year or longer. Postponing the acquisition of these 17 systems until after the award of the EST II effort is not a feasible alternative as the USAR has an immediate need for these systems. Interim buys under this proposed bridge DO will be only to satisfy immediate training needs. The Government is not planning any development work under the EST Bridge contract, but will not exclude it if the need arises.

Currently, the USAR and the U.S. Army Maneuver Center of Excellence (MCOE) only recognizes the Army’s EST system currently produced by Cubic as the validated, program of record marksmanship trainer until the follow-on competitively awarded EST II system is tested and validated.

As the developer of the EST systems and its Technical Data Package (TDP), Cubic Simulation Systems Inc. can meet the current Customers Ready for Training (RFT) of CY13. Market Research and feedback received from Requests for Information (RFIs) for the upcoming EST II acquisition shows that no company can meet the RFT schedule of CY13 with a Training System Requirements Document (TSRD) validated system.

ACQUISITION APPROACH: The Government intends to award a bridge D.O. under STOC II W900KK-09-D-0376 to Cubic Simulation Systems Inc., 2001 West Oak Road, Orlando, FL, 32809. The bridge D.O. will be issued on a Sole Source basis IAW FAR 16.505(b)(2)(i) (B), “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique and highly specialized.” Customers required RFT schedules could not be met since the Government currently does not have a complete TDP.

QUANTITIES: The bridge D.O. will satisfy a current requirement from the U.S. Army Reserve (USAR) to procure 17 EST heavy suites. In addition, the bridge D.O. will contain incrementally exercised options to support the acquisition of EST systems and weapons, installation, and delivery testing until the EST II contract award and/or 30 September 2013.

ESTIMATED ACQUISITION DOLLAR VALUE: Approximately $12M

EFFORTS TO OBTAIN COMPETITION: The upcoming competitive award will be for the EST II, the next generation simulator for marksmanship training to the U.S. Army. PEO STRI, utilizing best value source selection procedures, will competitively award a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle to: acquire more systems and weapons; address U.S. Army weapons training concurrency issues (tech refresh); and buy out the remaining EST Mission Essential Requirements (MER). The EST competitive award is tentatively scheduled during the 4th QTR of FY13.
