NOTICE OF INTENT TO AWARD- SOLE SOURCE PROCUREMENT

PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) procured a complete Home Station Instrumentation Training System (HITS) – Interim Range System (IRS) for Camp Casey, Korea under contract number W900KK-09-D-0405, Delivery Order 0003. The Government has been unable to gain host nation (Korea) approval of the electromagnetic spectrum required to operate the HITS-IRS. As a result, although the Government accepted this IRS from the contractor, the system cannot be used at Camp Casey, Korea. Therefore, the Government will relocate the HITS-IRS from Camp Casey, Korea to Ft Bragg, NC. The HITS-IRS operators and maintainer at Ft Bragg will require Fielding Services for the new system in October 2014.

ACQUISITION APPROACH: The Government intends to award a Delivery Order under PEO STRI Omnibus Contract (STOC II), W900KK-09-D-0405 to Saab Defense and Training USA. This Delivery Order for Fielding Services will be issued on a sole source basis In Accordance With (IAW) FAR 16.505(b)(2)(i)(B), “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.” The Government has already procured the HITS-IRS and data products associated with it, including New Equipment Training (Training Conduct Support Document and Training Materials). Saab has performed the Fielding Services at all of the previous nine HITS-IRS site activations and has a trained and experienced crew already expert on the system.

QUANTITIES: Fielding Services will include the following task as defined in the attached Statement of Work (SOW):

6.1 Site Survey

6.2 Range Coverage Study

6.6 New Equipment Training (NET)

6.7 Fielding Acceptance Test

6.8 Warranty

In addition to the fielding services, the contractor must comply with Manpower Reporting Application requirements outlined in section 9.0 of the attached SOW.

PERIOD OF PERFORMANCE: 6 Months

ESTIMATED DOLLAR VALUE: Approximately $75K

RESPONSES REQUESTED: Interested STOC II contractors must submit their capabilities statement by the closing date of this notice to the POC listed below.

Responses shall provide a description of vendor's ability to meet the requirements. This description should include a demonstration that the source has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them. Further, offerors shall demonstrate its ability to meet the technical requirement and delivery schedule.

Responses shall be limited to 3 pages or less, including all attachments. All responses must include the following additional information: name and address of the firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email.

Responses shall be submitted by email to nauman.a.ansari.civ@mail.mil no later than

4:00 P.M. EDT on 16 April, 2014.

Vendors shall provide a summary of their experience and capabilities based on the Program Description described herein.

If a vendor is a small business, please provide how you plan to meet the limitations on subcontracting per FAR 52.219-14, Limitations on Subcontracting.

NOTICE: This notice is being provided to verify that no other sources can meet this requirement given the technical data necessary for this effort is Saab proprietary and the only source that can meet the delivery schedule. STOC II contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
