This market research is being conducted to verify that no other sources can meet this requirement in support of the I-MILES IWS 2 requirement.

PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), PM Training Devices (PM TRADE), Product Manager Live Training Systems (PM LTS) has the responsibility to replace all Legacy MILES IWS systems fielded and to satisfy the Basis of Issue (BOI). The I-MILES Individual Weapon System 2 (I-MILES IWS 2) is used for training Active and Reserve National Guard components in Force-on-Force exercises at home station and the Combat Training Centers (CTCs). System provides real-time casualty effects necessary for tactical engagement training in direct fire force-on-force training scenarios and instrumented training scenarios.

The original I-MILES IWS contract competitively awarded to Cubic Simulation Systems in FY2006 procured 59,847 kits. The I-MILES IWS 2 contract competitively awarded in 2011 to Cubic Simulation Systems, Inc. currently on contract is in production and has/will field 101,142 IWS 2 kits to satisfy the BOI. No further executions are available under this contract due to ordering period having expired in September 2016.

The original BOI 6.15.2 called for a total number of 160,989 I-MILES IWS kits. On 27 March 2017, PEO STRI PM TRADE LTS was notified that an updated and approved version of the BOI, version 7.17.0, was released which increased the I-MILES IWS 2 requirement by an additional 2,631 kits. PEO STRI PM TRADE LTS has a requirement to procure 2,631 I-MILES IWS 2 kits to satisfy the increase of the BOI. There are no changes to the current specifications or requirements. I-MILES IWS 2 contract performed extensive testing. No new requirements or testing is required. Cubic Simulation Systems is currently at full rate production for the I-MILES IWS 2 kits.

ACQUISITION APPROACH: The Government intends to do a modification to Delivery Order 0006 under PEO STRI Omnibus Contract (STOC II), W900KK-09-D-0376 to Cubic Simulation Systems, Inc., 2001 W Oak Ridge Rd STE 100, Orlando, FL 32809.

This Delivery Order is for the procurement of 2,631 I-MILES IWS 2 kits, ancillary devices and spares to satisfy new revision of BOI. The modification will be issued on a sole source basis in accordance with (IAW) FAR 16.505(b)(2)(i)(C), The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.The technical data packages necessary for this effort are Cubic proprietary and are not available. The Government anticipates a Firm-Fixed Price (FFP) modification award.

ESTIMATED DELIVERY: Approximately two months after completion of the last production article currently being produced as part of the original contract if there is no break in the current production line.

ESTIMATED DOLLAR VALUE: Approximately $6,398,941

NOTICE: This notice is being provided to verify that no other sources can meet this requirement given the proprietary nature of the associated technical data and the time required to meet the current need for this effort. Responses shall be limited to 10 pages; contain company name; URL; point of contact information (email address and telephone number); cage code; business size under the NAICS 333318; whether the company is a manufacturer or distributor; and shall provide a description of the source’s capability and ability to meet the lifecycle replacement requirement maintaining interoperability and interchangeability with the current IWS and IWS II systems as well as interoperate with the Tactical Vehicle System (TVS). STOC II contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
