The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) is adjusting the acquisition strategy for the Joint Urban Test Capability (JUTC) Program. The previous approach was to evaluate written proposals and award a Firm-Fixed-Price contract, with options, for prototype demonstrators, Technical Feasibility Testing and subsequent options for production quantity in Third or Fourth Quarter FY14.

The purpose of this posting is to communicate the adjusted acquisition approach to industry.

PEO STRI PM ITTS IMO now plans to evaluate proposals in a multi-step process. This multi-step process includes submission of material samples along with submission of one full-sized reduced footprint of the Urban Building Replica (UBR) design. These items will be submitted simultaneously with the written proposal. The material samples and UBR design will be shipped to White Sands Missile Range (WSMR), New Mexico. Written proposals will be submitted to PEO STRI.

Specifically, you will submit two material samples representative of the exterior UBR wall material for testing and evaluation. The size of one sample will be approximately 18 inch by 18 inch and the other sample will be approximately 4 feet by 8 feet. These samples will be tested for radio frequency (RF) reflectivity and transmissivity to determine material realism utilizing test equipment at WSMR. You will also be submitting one full-sized reduced footprint of an UBR design. The full-sized reduced footprint of the UBR will have 2 stories and a ground footprint of approximately 64 to 144 feet squared. The first floor will have at least one door and one window. The second floor will have at least one window, one balcony, and one door for balcony access. There will be a pass-through/access to the second floor of the UBR for personnel and test equipment. The UBR will have a pitched roof. One purpose of the UBR is to demonstrate modularity, transportability, and mechanical reconfigurability. Another purpose of the UBR will be to test for RF, acoustic, laser, and Infrared. The material samples and the UBR design will be tested by the Government at WSMR. You will be required to travel to WSMR for the testing of the material sample and to set up your UBR design. Offerors who are successful in material sample testing and UBR design at WSMR, based on established evaluation criteria, will then have their written proposals evaluated.

The Government intends to award a cost type contract with firm-fixed price options to one or more offerors. During the cost type portion of the contract, you will develop prototype demonstrators which will be evaluated in a Technical Feasibility Test (TFT). Upon successful TFT, the Government will down select to a single contractor and exercise applicable firm-fixed price options. Due to this new acquisition strategy, anticipated contract award will now be First Quarter FY15. Options are also expected to be exercised in FY15.

It is the Government’s intention to issue a Draft Request for Proposal (RFP) prior to the Final RFP. The Government intends to hold a pre-solicitation conference following release of the Draft RFP. Please keep in mind that the adjusted acquisition strategy has not been finalized at this time. Final details will be set forth in the Draft RFP.

SOURCES SOUGHT NOTICE - Posted March 4, 2013

The Program Executive Office for Simulation, Training and Instrumentation; Project Manager for Instrumentation, Targets and Threat Simulators; Instrumentation Management Office in partnership with the Department of Defense Test Resource Management Center Central Test and Evaluation Investment Program has a requirement to provide a Joint Urban Test Capability (JUTC). JUTC will include a set of urban test capabilities comprised of a representative Live Urban Area, Augmented Urban Environment (UE) Effects (AUEE), Virtual and Constructive UE (VCUE), Data Collection, Reduction, and Analysis (DCRA), Test Planning and Control, Test Architecture and Net-Centric Interoperability, Weapon System Urban Test Capability, Communications Jamming Urban Test Capability, and Infrared Counter Measure System Urban Test Capability. This project will provide Developmental Test and Operational Test capabilities through modularity and layering to create varied representative urban morphologies and test support capabilities. The first increment to be developed will include a portion of the Live Urban Area, the AUEE, VCUE, DCRA, Test Planning and Control, Test Architecture and Net-Centric Interoperability, and will be located at White Sands Missile Range (WSMR). Other JUTC requirements, such as live environments at China Lake and remaining virtual and constructive environments for WSMR, Naval Air Weapons Station China Lake, and Naval Air Station Patuxent River, will be addressed in later increments.

This Sources Sought Notice (SSN) is being issued to determine industry capabilities and identify potential sources for the procurement of JUTC Increment 1. A draft Statement of Work (SOW) and draft Performance Specification are provided for your review and to assist you in determining your interest in participating. The Government requests that you provide your expression of interest by submitting a capability statement regarding the requirements included in the draft SOW/Performance Specification as follows:

Cover Page: Include a cover sheet with the company name, address, Commercial and Government Entity (CAGE) code, and point of contact with name, title, phone number, and email address. Also indicate the SSN title and number.

Format: Font shall not be smaller than industry standard word processor 12-point Times New Roman. Electronic submissions shall be in MS Word format. Only electronic submissions are acceptable. The Government is not soliciting proprietary information; however, if submitted, it should be appropriately marked.

Length: Do not exceed five pages, exclusive of the cover page. In addition, up to three attachments may be included that consist of pre-printed commercial brochures or sales literature.

Size of Business: Provide a statement indicating if your firm is a large or small business under the North American Industry Classification System (NAICS) code identified below. Small businesses must comply with FAR 52.219-14 – Limitation of Subcontracting, regarding contract performance. Please identify how you plan to comply if the acquisition is set aside. If you are a small business only interested in subcontracting opportunities, please identify the areas you are interested in supporting. If a small business, identify if you are disadvantaged, 8(a), Disabled-Veteran, Veteran, Women-owned Business, or Hub-zone.

Your capability statement should demonstrate relevant experience, skills and ability to fulfill the Government's requirements for JUTC Increment 1 as described in the draft Performance Specification. The capability statement should contain sufficient detail for the Government to make an informed decision regarding your capabilities.

Respondents are asked to submit replies no later than 3:30 PM Eastern Daylight Time (EDT) on March 21, 2013 by email to sherry.alexander@us.army.mil with a courtesy copy to Mr. Michael Landers (michael.landers@us.army.mil). In addition to your capability statement, you are invited to submit questions/comments as a result of your review of the draft SOW and draft Performance Specification. As mentioned during the December 6,2012 Joint Urban Test Capability Live Urban Area Industry Forum, the Program Office has used information from The U.S. Army Research Laboratory, Survivability/Lethality Analysis Directorate called The Urban Terrain Building Types (UTBT) (2nd Edition) to define standard geotypical building descriptions. It is the intention of the Program Office to include Dc5 and Do2 Urban Terrain Zones (UTZs) in the first increment. This report provides these descriptions and others on a worldwide basis using an established and accepted methodology. The UTBT report has been reclassified to Distribution A (approved for public release) and is therefore an extract of the original UTBT 2nd Edition.

In addition to the UTBT report , the questions and answers from the Industry Forum, as well as the attendee list, is being provided.

The Joint Urban Test Capability (JUTC) is hosting an Industry Forum at U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) on December 10, 2012 from 9:00 to 11:00 AM EST. The purpose of the forum is to provide industry with information regarding the JUTC program. The Government plans to address any questions you may have regarding the Test Capability Requirements Document (TCRD) and Increment 1 Table previously posted. In addition, the project acquisition strategy, including the anticipated schedule, will be discussed. The forum will be held via a Webinar in an effort to save time and money for interested contractors. Local contractors are welcome to attend the forum in person, which will be held at PEO STRI in Orlando, Florida.

Contractors interested in participating in the forum must contact Sherry Alexander, Contract Specialist, at sherry.alexander@us.army.mil by 2:00 PM EST on December 5, 2012. Please specify whether you plan to participate in person or via the Webinar. In addition, you may submit questions you have regarding the TCRD and Increment 1 Table to be addressed during the Industry Forum. Please keep in mind that the Government is still in the Market Research Phase and all aspects of the Acquisition Strategy have not been determined at this time.

The last column identifies the expected source for procurement. This contemplated procurement is limited to Increment 1 only. Contract vehicle column description “Competitive Award” identifies those capabilities the project office expects to procure via competition. The description “Other” identifies those capabilities expected to use existing or other contract vehicles. Industry should direct their attention to “Competitive Award” items. The full Increment 1 list is provided for information purposes. Follow-on increments have not been determined at this time.

The TCRD, along with the table, is provided for general information only of the contemplated JUTC Increment 1 effort. Draft requirements specific to Increment 1 are forthcoming. Please hold all questions regarding requirements until after the posting of the draft requirements.
