Notice of Intent to Award Sole Source Procurement: Market Research is being conducted to verify that no other sources can meet this requirement to manufacturing, production, and delivery to the Afghanistan Special Mission Wing (SMW) for one Mi-17 V5 Cockpit Procedures Trainer (CPT). Interested sources are invited to provide their company’s capability statement to support this program as described in this Sources Sought’s program description, acquisition approach and Delivery Schedule as described herein.

Project Background: The Program Executive Office for Simulation Training and Instrumentation (PEO STRI) has a requirement to provide a Mi-17 V5 Cockpit Procedures Trainer (CPT) to the Afghanistan Special Mission Wing (SMW) in Afghanistan. The Mi-17 V5 CPT is a training device that provides basic familiarization and layout of the Mi-17 V5 cockpit. It is used for student procedural training of both normal and emergency procedures prescribed in the Mi-17 aircraft manuals. This device simulates the same aircraft configuration as the Mi-17 FTD procured from Fidelity Technologies Corporation on Contract W900KK-09-D-0320 DO 0005, but differs in the scope of simulation capabilities and is of lesser fidelity. The Mi-17 CPT makes extensive use actual aircraft hardware. The CPT utilizes the same visual terrain databases and moving models as delivered on Contract W900KK-09-D-0320 DO 0005. The CPT also utilizes the same proprietary Image Generator (IG) as the Mi-17 FTD. The proprietary Instructor/Operator Station (IOS) will be a common interface as in the Mi-17 FTD.

Acquisition Approach: PEO STRI Acquisition Center, intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302 (a) (2) (ii) (A). Only one responsible source and no other supplies or services will satisfy agency requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to pursue award of a delivery order under STOC II Indefinite Delivery Indefinite Quantity Contract W900KK-09-D-0320 to FTC, 2501 Kutztown Rd, Reading, PA, 19605. Award to FTC shall be in accordance with the authority defined by FAR 16.505(a)(2)(ii)(A),

The government anticipates that the program for this effort will be fulfilled by the award of a Firm-Fixed Price (FFP) Delivery Order in accordance with FAR Part 16, the performance of performance for which is 6 months from award. Award is anticipated 4th QTR FY 14/ 1st QTR FY15.

Option of Up to Two years of Contractor Logistical Support

ESTIMATED DOLLAR VALUE: $1.6 Million

RESPONSES REQUESTED: Interested STOC II contractors must submit their capabilities statement by the closing date of this notice to the POC listed below. Responses shall provide a description of the offeror’s ability to meet the Afghanistan Special Mission Wing (SMW) for one Mi-17 V5 Cockpit Procedures Trainer (CPT) program description, acquisition approach, and delivery schedule. See attached Statement of Work (AF_SMW_Mi-17 CPT_SOW_20140402)

The response shall include a Rough Order of Magnitude (ROM) estimate for the requirement on a Firm Fixed-Price basis. The offeror’s capability statement may not include any new or non recurring design effort.

The offeror’s capability description should include documentation demonstrating that the offeror has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them.

Responses shall be limited to three (3) pages or less, including all attachments. All responses must include the following additional information: name and address of the firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email.

Responses shall be submitted electronically by email to Craig.Cunningham.civ@mail.mil no later than 1500 EDT on Monday, 05 May 2014.

STOC II contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
