The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) has a source directed, Foreign Military Sales (FMS) requirement under Letter of Offer and Acceptance (LOA) Case Number AM-B-UAF, from the Government of Armenia, to procure Armenia Training Instrumentation System (ATIS) to upgrade of existing Multiple Integrated Laser Engagement System (MILES).
The ATIS is a home station instrumentation system intended to assist commanders in assessing unit readiness and provide immediate feedback on exercise performance. The ATIS allows commanders to focus on company level training in preparation of rotations or deployments and to sustain a higher level of proficiency between and during deployments. The ATIS will augment and leverage available warfighting system capabilities and embedded training systems available at home station. Commanders will be able to use both live and post mission objective data collected during realistic exercises and After Action Review (AAR) feedback to increase battle and supporting tasks proficiencies at home station.
The Government anticipates that the requirement will be fulfilled by a modification to an existing Firm-Fixed-Price (FFP) Delivery Order. The Government intends to pursue a source directed modification to Zel Technologies, LLC, under the authority of FAR 16.505(b)(2)(i)(E), “For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from the specified source.” The statutory authority applicable to this requirement is 10 U.S.C. 2304(c)(4).
This effort will consist of the procurement of the ATIS instrumentation and support equipment. The delivery of this system is approximately 14 months after award. Contract award is anticipated prior to April 2015.

This notice is to inform of the Government’s intent to award an FMS, source directed modification to an existing Delivery Order with Zel Technologies, LLC., for the procurement of the ATIS instrumentation upgrade to MILES for the Government of Armenia and is posted for subcontracting opportunities.
