Brief Summary:

Project Background:
The Program Executive Office for Simulation Training and Instrumentation (PEO STRI) has a requirement to upgrade the existing MRAP AFSS Virtual Trainer to bring it in alignment with the upgrades being performed on the MRAP AFSS Part Tasks Trainers (PTT) Upgrade program. Specification PRF-PT-00638, Appendix A contains the Training Task List (TTL) (9 Capsule, 9 Engine and 11 Undercarriage) that are pertinent to the Automatic Fire Suppression System (AFSS) Virtual Trainer. A high level description of the changes includes:

  • Undercarriage (formerly "Wheel") system update to incorporate change from a 4-bottle to a 6-bottle configuration, and corresponding updates to TTL
  • Update nomenclature for legacy references to "Wheel " to now be "Undercarriage "
  • Deletion of Phase I Engine system components, and corresponding updates to TTL
  • Update nomenclature for legacy references to "Crew " to now be "Capsule "

Compared with the AFSS PTT, the Virtual Trainer will include an additional training task in the Undercarriage TTL that will troubleshoot a failure of one of the four identical K1 relays in the Undercarriage AFSS wiring harness.

Acquisition Approach:
Army Contracting Command - Orlando (ACC-O) intends to award a new Delivery Order under STOC II Indefinite Delivery Indefinite Quantity Contract to Rockwell Collins, 400 Collins Road, Cedar Rapids, IA 52498-001. This award to Rockwell Collins shall be in accordance with the authority defined by FAR 16.505(b)(2)(i)(B), "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." The government anticipates this effort will be fulfilled as a Firm-Fixed Price (FFP) Delivery Order in accordance with FAR Part 16, the period of performance is 6 months from award. This award is anticipated for 4QFY16.

Market Research is being conducted to verify that no other sources can meet the specific requirement to upgrade the software generating the MRAP AFSS Virtual Trainer. Interested sources are invited to provide their company's capability statement in support of this program as described in this Sources Sought program description, acquisition approach, and delivery schedule as described herein. Quantities: The requirement is to develop 11 Undercarriage troubleshooting lessons for the MATV vehicle in the Virtual trainer that leverage upon the procedures used in the AFSS PTT currently being developed by Rockwell Collins, modify the engine compartment lessons and update all nomenclatures used throughout the Virtual Trainer so the Virtual Trainer can be fielded at the same time as the PTTs and the same lessons are available on the PTT and in the Virtual Trainer. The deliverable product will be a self-contained DVD with all required installation software.

Estimated Dollar Value: $482 Thousand

Responses Requested: Interested contractors must submit their capabilities statement by the closing date of this notice to the POC listed below. Responses shall provide a description of the offeror's ability to meet the AFSS Virtual trainer lessons conversion, program description, acquisition approach, and delivery schedule. The response shall include a Rough Order of Magnitude (ROM) estimate for the requirement on a FFP basis. The offeror's capability statement may not include any new or non-recurring design effort.

The offeror's capability description should include documentation demonstrating that the offeror has adequate financial resources to perform the contract, or the ability to obtain them; considers all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary technical and management resources and facilities, or the ability to obtain them. Additionally offeror must describe methodology that will be used to obtain specific task data related to the 11 new undercarriage procedures that cannot be provided by the Government until the end of the AFSS PTT upgrade.

Responses shall be limited to three (3) pages or less, including all attachments. All responses must include the following additional information: name and address of the firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Responses shall be submitted electronically by email to anadelsa.r.eckles.civ@mail.mil, joseph.w.golon.civ@mail.mil and thomas.n.mazza.ctr@mail.mil no later than 1500 EDT on Friday, 20 May 2016.

NOTICE: This notice of intent to award sole source is being provided to verify that no other sources can meet this requirement given only one responsible source and no other supplies or services will satisfy agency requirements. Substantial duplication of cost to the Government that is not expected to be recovered through competition. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
