PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), has a requirement to maintain the Authority to Operate (ATO) of the fielded Aviation Combined Arms Tactical Trainer (AVCATT).

The Program Office has decided the best way to meet this requirement is to update the current Rockwell EPX IG’s from Windows XP/embedded XP to a Windows 7 based Operating System (OS). This necessitates the need to update the current hardware to support Windows 7. The Government plans to acquire the new hardware under a separate contracting action through the Computer Hardware Enterprise Software and Solutions (CHESS). The existing proprietary EPX software will need to be modified to run on the new OS and hardware.

ACQUISITION APPROACH: The Government anticipates that the program requirement will be fulfilled by a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) delivery order in accordance with FAR 16.505. The Government intends to pursue a sole source award to Rockwell Collins under the authority of FAR 16.505(b)(2)(ii), “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.”

This effort will consist of a base effort of identifying a hardware solution specification that will run the current proprietary EPX-50 Image Generator (IG) software with windows 7 OS, and testing a first article of the new hardware with the modified EPX license. This effort will have options that would include Rockwell accepting the new IG hardware as Government Furnished Equipment (GFE) and then create, test and field installation kits to the fielded AVCATT suite locations. This also includes adding some key visual enhancements into the existing EPX-50 software to support current and future training requirements. The period of performance for this effort is from August 2013 through May 2016.

ESTIMATED DOLLAR VALUE: The estimated contract value is $10M.
