Brief Summary:

PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Integrated Training Environment (PM ITE), Product Manager for Warrior Training Integration (PdM WTI) anticipate extending Delivery Order (DO) 0004 under the PEO STRI Omnibus Contract II (STOCII) contract number W900KK-09-D-0532 in support of the Live, Virtual, Constructive - Integrating Architecture (LVC-IA) Development, Production, and Post Deployment Software Support (PDSS). The extension of the current Delivery Order will allow the LVC-IA program to continue Post Production Software Support (PDSS), Problem Trouble Reports (PTR), version upgrades, and site support operations and avoid a gap in support of soldier training until the new follow-on contract is awarded. The Delivery Order will be extended for a base period of 2 months, with two 2 month options. The Delivery Order will consist of Cost Plus Fixed Fee (CPFF) line items and will be funded with FY16 Other procurement, Army (OPA) funding.

Award to any other offeror would result in substantial cost duplication and unacceptable delays to the training imperatives identified in the Capabilities Production Document and the Army Systems Training Plan. Without the continuation of support, upgrades, and additional capabilities (V2 Fielding), the U.S. Army's LV-CIA program will be severely impacted.

This contract modification will act as a "bridge" to the follow-on concurrency contract, which is anticipated to be competitively awarded in this FY.

ACQUISITION APPROACH: The Government intends to award a modification to existing LV-CIA contract under STOC II, W900KK-09-D-0532 DO 0004, to Cole Engineering Services, Inc (CESI), 12253 Challenger Parkway, Orlando, FL 32826 (Cage Code: 3VFR8). This Delivery Order modification will be issued on a sole source basis in accordance with (IAW) FAR 16.505(b)(2)(i)(b), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.


PERIOD OF PERFORMANCE: Base period of 2 months, with two additional 2 month options.
