Brief Summary:

PROGRAM: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation has a requirement for the design, fabrication, installation, test and acceptance of a Modular Small Arms Range (MSAR) in accordance with the draft Statement of Work (provided as Attachment 1) and the draft Performance Specification (Attachment 2).

The intent of this request for information is to gather market research and familiarize STOC II, LOT II vendors with the requirement for the solicitation.

ACQUISITION APPROACH: The Government’s acquisition approach is yet to be determined. The tentative timeframe for RFP release is 01 March 2015 and award is anticipated to be made not later than 01 March 2015.

The estimated Milestone Schedule for this effort is as follows:

RFP Release – 01 March 2015

Industry Response (RFP) – 01 April 2015

Delivery Order Award – 01 July 2015

PAGE LIMITATIONS: 6 PAGES MAXIMUM. Contractors are requested to provide a capability statement including a cover sheet. The cover page should include company name, address, and points of contact including phone numbers and email addresses. Submissions shall be made using Microsoft Office applications. The capabilities statement, inclusive of the cover sheet shall not exceed six pages.

REQUIRED CAPABILITIES: The capabilities statement shall respond to the following areas of interest:

1) Describe your company’s capabilities regarding the same or similar ranges/modular structures set forth in the attachments, to include production, delivery and testing.

2) Describe your company’s projected delivery schedule.

3) Identify your Business Size Standard and, if applicable, socio-economic

categories in accordance with NAICS 333318.

4) Interested Small Business Prime Contractors: Please describe how you plan to

meet the limitations on subcontracting per FAR 52.219-14, Limitations on

Subcontracting and how teaming to meet the overall requirements (if required)

would be accomplished.

5) Small Businesses interested in Subcontracting: Please be specific in identifying

capabilities that support the areas you are interested.

In addition to the capabilities statement offeror’s are requested to provide a one page rough order of magnitude (ROM). The ROM shall be a top level “best” estimate. The ROM will be used for Government planning purposes only and does not any way bind either the Government or contractor to the ROM price.
