PROGRAM DESCRIPTION: PEO STRI, Project Manager for Combined Arms Tactical Trainers Product Manager for Ground Combat Tactical Trainers has a requirement to replace obsolete simulators to support the Army Active Component and National Guard with the production of 44 additional Bradley Fighting Vehicle (BFV) Conduct of Fire Trainer (COFT) Mobile/Institutional (M/I) Systems and 40 Table Top Trainers (TTTs). These highly specialized training systems will provide the same gunnery training functionality of the existing 132 Bradley COFT M/I and TTTs In Accordance With (IAW) the Armored Brigade Combat Team Gunnery Manual FM 3.20-21. The requirements include tactical software concurrency updates and hardware obsolescence encountered during production, training site planning, systems fielding/installation, spares, technical support, new equipment training, Information Assurance and Item Unit Identification compliance elements.

ACQUISITION APPROACH: The Government intends to award a Delivery Order (DO) under STOC II, Lot II, W900KK-09-D-0569 to Orion Advanced Simulation and Intel Systems (OASIS), 200 Cross Creek Pkwy Auburn Hills MI 48326-2764 (Cage Code: 0YFC2). This DO will be issued on a Sole Source basis IAW FAR 16.505(b)(2)(i)(c), “a sole-source basis is in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.”

The intent is to mirror existing fielded devices to minimize life cycle sustainment cost and configuration issues during life cycle support and training events.

Bradley gunnery training will be severely impacted until replacement systems are developed, tested and delivered. With the cancellation of the Ground Combat Tactical Vehicle, the BFV will maintain mission objectives along with associated training/trainer requirements. The PM Bradley and the TRADOC Capabilities Manager notified PEO STRI to maintain effective Basis of Issue trainer levels to satisfy training objectives. Based on the current Army force structure, this is a one-time requirement and no future, similar acquisitions are anticipated. However, if a similar COFT requirement arises, the effort will be competed. This effort will satisfy all Bradley training requirements. The award of a DO to OASIS is in the best interest of the Government because it meets the customer requirements and it capitalizes on the efficiencies gained through the contractor’s current on-going production line for the COFT trainers. By adding the additional required systems to this active production line, the Government maintains a single system configuration baseline and as a direct result, the life cycle sustainment cost is reduced. Including these additional quantities to the active production line will make efficient use of resources while simultaneously ensuring the systems are fielded within the current training schedule timelines without disruption.

QUANTITIES: 44 additional BFV COFT MI Systems and 40 TTTs.

DELIVERY PERIOD: A one year base period and four one year option periods.
