NOTICE OF INTENT TO AWARD – SOLE SOURCE PROCUREMENT
PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Training Devices PM TRADE Assistant Product Manager for Ground Combat Tactical Trainers (GCTT) has a requirement for pilot cockpit procedural training for the Pro Line 21 equipped MC-12S aircraft. To satisfy this training requirement, the Government needs to modify the existing RC-12X Universal Avionics Cockpit Procedural Trainers (CPT) to add the capability to train and sustain proficiency in specified MC-12S aircraft (Pro Line 21 equipped) individual and crew tasks.
The Pro Line 21 CPT configuration will provide training on the avionics package provided by the Rockwell Collins Pro Line 21 avionics equipment. The RC-12X/MC-12S CPTs will maintain the core hardware and software architecture of the existing RC-12X Universal Avionics CPT. The fidelity and functionality provided by the RC-12X Universal Avionics CPT configuration shall not be diminished by the implementation of this upgrade to the training device. Both the Universal Avionics CPT configuration and the Pro Line 21 CPT configuration will include pilot and copilot stations with controls, displays, and instruments with necessary and sufficient fidelity for training the tasks required for each respective configuration.
Under STOC II Contract W900KK-09-D-0323 Delivery Order (DO) 0006, Leidos was competitively awarded the DO for the production of (2) RC-12X Universal Avionics CPT trainers and all associated work. The acquisition of the MC-12S upgrade will be a logical follow-on to that DO. Leidos produced two RC-12X Universal Avionics CPT trainers and was expected to install the MC-12S upgrades on the STOC II contract listed above. The option to install the upgrades expired on 1 August 2014. Competition for this current acquisition is not feasible as Leidos is the only option that does not reduce or disrupt the training schedule of the Army pilots who currently require the RC-12X trainer for operational preparation and certification for a prolonged period of time. As such, Leidos is currently the only source capable of meeting these requirements within the specifications and time line required.
ACQUISITION APPROACH: The Government intends to award a new Delivery Order (DO) under STOC II, W900KK-09-D-0323 to Leidos. This Delivery Order will be issued on a Sole Source basis In Accordance With (IAW) FAR 16.505(b)(2)(i)(c), “a sole-source basis is in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.”
