Brief Summary:

PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Integrated Training Environment (PM ITE), Product Manager for Maneuver Collective Training Systems (PM MCTS) has a requirement to procure additional Virtual Battle Space Image Generators (VBS IG), ASIP radios, video cables and services supporting the ongoing Close Combat Tactical Trainers (CCTT) Concurrency contract. The purchase and integration of the additional VBS IGs will enable the program to complete concurrency upgrades for the M2 Bradley manned modules.

Under the STOC II program, the CCTT Concurrency contract was competitively awarded to Lockheed Martin Corporation. This acquisition will be a modification to that on-going Delivery Order. Award to any other offeror would result in substantial cost duplication and unacceptable delays to the training imperatives identified in the Capabilities Production Document and the Army Systems Training Plan. Without these upgrades and additional capabilities, the U.S. Army will be severely impacted.

This contract modification will act as a “bridge” to the follow-on concurrency contract, CCTT Manned Module Modernization (M3), which is anticipated to be competitively awarded in FY 2017.

ACQUISITION APPROACH: The Government intends to award a modification to existing CCTT Concurrency contract under STOC II, W900KK-09-D-0314 DO 0017, to Lockheed Martin Corporation, 100 Global Innovation Cir., Orlando, FL 32825 (Cage Code: 16331). This Delivery Order modification will be issued on a sole source basis in accordance with (IAW) FAR 16.505(b)(2)(i)(b), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. .

QUANTITIES: Additional VBS IGs will enable the program to complete concurrency upgrades for the M2 Bradley manned modules.


PERIOD OF PEROFORMANCE: Eighteen (18) months.
