PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Combined Arms Tactical Training (PM CATT), Assistant Product Manager for Ground Combat Tactical Trainers (GCTT) has a requirement to provide 22 additional Bradley Fighting Vehicle (BFV) Conduct of Fire Trainer - Situational Awareness (COFT SA) Table Top Trainers along with 7 COFT SA Mobile Training Systems. These systems will be supplied in support of Army National Guard and Army Active Component Deployments of Bradley M2/A2 Operation Desert Storm-Situational Awareness (ODS-SA) and M2/A3 ODS pure fleet initiatives and will replace obsolete Bradley Advanced Training System (BATS). The current BATS training devices require replacement and are suffering several issues relating to and including the Image Generation System (IGS) computers. For example, the computers are failing at a prolific rate and spare computers are at a minimum. Measures are already underway to degrade training system to provide adequate sparing (taking parts from other systems, which decreases number of trainers available for training). In the long term, trainers may go off line to provide a source of computer hardware. This action will ultimately decrease training due to reduction in available trainers.

This effort includes replicating all Bradley Gunnery Training Functionality of existing COFT SA Mobile and Table Top Training devices to include both ODS SA and A3 functionality in accordance with the Heavy Brigade Combat Team (HBCT) Gunnery Manual FM3.20-21. The intent is to mirror existing fielded devices to minimize configuration issues during life cycle support and training events. The Table Top Trainers are required within a six month period to insure uninterrupted training by the units. If the trainers are not provided, there is a possible impact to the tactical vehicle availability and Operational New Equipment Training (OPNET)

Under STOC II Contract W900KK-09-D-0569 Delivery Order (DO) 0002, OASIS was competitively awarded the DO for the production of COFT SAs. This acquisition will be a modification to that on-going DO. OASIS is currently in production of the COFT SA trainers. Competition for this current acquisition isn’t feasible as OASIS is still refining the COFT SA computer source code and technical data package. These items are not available to the Government until at least 30 August 2013. As such, OASIS is currently the only source capable of meeting these requirements within the specifications and time line required to ensure there is no disruption in the Bradley Gunnery Training. In addition, competition for this acquisition would result in significant negative impacts to schedule, and a duplication of costs to the Government that would not be recovered through the competition.

Continuing with this effort under the current delivery order will:

i. Facilitate procurement and fielding of the same basic material allowing consistency of the simulator’s hardware and software baseline without duplicating large nonrecurring costs by utilizing an already active production line.

ii. Use consistent computer source code in all COFT SA trainers in order to provide consistency of training and maintenance to the customers.

ACQUISITION APPROACH: The Government intends to award a modification to existing Delivery Order (DO) 0002 under STOC II, W900KK-09-D-0569 to Orion Advanced Simulation and Intel Systems (OASIS), 200 Cross Creek Pkwy Auburn Hills MI 48326-2764 (Cage Code: OYFC2). This Delivery Order will be issued on a Sole Source basis In Accordance With (IAW) FAR 16.505(b)(2)(i)(c), “a sole-source basis is in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.”

QUANTITIES: Twenty two (22) Bradley Fighting Vehicle (BFV) Conduct of Fire Situational Awareness (COFT SA) Table Top Trainers with seven (7) COFT SA Mobile Training Systems.
