NOTICE OF INTENT TO SOLE SOURCE: Instrumentable-Multiple Integrated Laser Engagement System Combat Vehicle Tactical Engagement Simulation System(I-MILES CVTESS) Contract Modification.
PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), on behalf of the Project Manager for Training Devices (PM TRADE), has a requirementto support the European Reassurance Initiative (ERI) for the Deployable Instrumentation System - Europe (DIS-E). This requirement is for the development of a capability for I-MILES CVTESS to be interoperable with the MILES Communication Code and the Optical Interface Specification OSAG 2.0. Additionally, it supports the Joint Maneuver Readiness Center (JMRC) Opposing Forces (OPFOR) upgrade.
Under the PEO STRI’s STOC II program, the I-MILES CVTESS contract W900KK-09-D-0405 Delivery Order (DO) 0004, was competitively awarded to Saab Defense and Security USA, LLC. for the production of I-MILES CVTESS kits. The acquisition of the ERI DIS-E and JRMC OPFOR kits will be a contract modification to the existing DO. Award to any other offeror would result in substantial cost duplication and unacceptable delays in both the pure fleeting of the I-MILES CVTESS devices and completing the additional ERI DIS-E and JRMC OPFOR requirement. Competing the ERI DIS-E and JRMC OPFOR requirement, the Army will incur considerable laboratory and operational testing costs for the amount of the remaining systems required.
ACQUISITION APPROACH:The Army Contracting Command (ACC) – Orlando intends to award a contract modification to the existing I-MILES CVTESS contract, W900KK- 09-D-0405 DO-0004, under the PEO STRI’s STOC II, to Saab Defense and Security USA, LLC. This DO contract modification will be issued on a sole source basis in accordance with (IAW) FAR Part 16.505(b) (2) (i) (C) “The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.” Saab was the successful Offeror for the original competitive action. Saab is the only contractor currently capable of providing an I-MILES CVTESS system at the required level of capability within the required delivery schedule.
QUANTITIES: The Government plans to purchase 36 Abrams kits, 85 OPFOR kits and 126 OSAG detectors.
