PROGRAM DESCRIPTION: The Product Manager for Ground Combat Tactical Trainers (PM GCTT) has a requirement to procure additional spares for the Abrams M1A2 SEP Advanced Gunnery Training System (AGTS) devices. The additional spares are necessary to maintain the 48 currently fielded M1A2 SEP V2 AGTS systems supported by PM GCTT. The procurement will include commander’s handles and 10” LCD screen kits for use in replacing damaged components during maintenance of the systems.
ACQUISITION APPROACH: A modification to the Firm Fixed-Price (FFP) Contract W900KK-09-D-0314-0013 will be issued to Lockheed Martin Mission Systems and Training (LM MST) under the PEO STRI Omnibus Contract II (STOC II). Execution of the modification is projected for the third quarter of FY14.
LM MST can successfully perform this effort as they possess the proprietary rights to the Technical Data Package and they possess extensive experience on all previous AGTS requirements. Since upgrades and improvements will use the existing AGTS as a basis for the upgraded components, knowledge of the existing system is imperative in order to ensure a smooth transition between the current AGTS and the improved AGTS configuration. Only LM MST can successfully perform the effort because the prime contractor alone possesses the required system technical data and knowledge needed to integrate subsystems effectively to meet user performance criteria.
This Modification will be issued on a sole source basis in accordance with FAR 16.505(b)(2)(i)(B), “Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.”
ESTIMATED ACQUISITION DOLLAR VALUE: Approximately $420K
PERIOD OF PERFORMANCE: One (1) Year
NOTICE: This notice is being provided to verify that no other sources can meet this requirement given the technical data outlined above. Interested sources shall submit its capabilities statement (no more than 10 pages) by9:00 am EST onthe closing date of this notice to the POCs listed below. Responses shall provide a description of the source’s ability to meet the requirement and delivery schedules.
