The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Integrated Training Environment (PM ITE), Product Manager for One Semi Automated Forces (OneSAF) has a requirement to re-compete the OneSAF contract. This effort is currently a Delivery Order under the STOC II Program for One Semi Automated Forces (OneSAF) Integration, Interoperability and Support (I2S). The Re-compete effort will not be placed prior to the 2nd quarter of FY 2018, and the current Delivery Order will expire on 26 July of 2016. The Government intends to utilize the FAR Clause 52.217-8 Option to Extend Services to extend the existing Delivery Order for a period of six months. The authority cited for this extension is FAR 16.505(b)(2)(i)(B) "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." Under the STOC II program, the OneSAF I2S contract was competitively awarded to Cole Engineering Services Inc. (CESI). This extension will be under the existing Delivery Order under the STOC II Contract. Award to any other offeror would result in substantial cost duplication and unacceptable delays to the fielding of OneSAF versions.

The Government intends to award and execute FAR Clause 52.217-8 Option to Extend Services under the existing Delivery Order to the existing OneSAF I2S contract under STOC II, W900KK-09-D-0532 DO 0003, to CESI, 12253 Challenger Parkway, Orlando, FL 32826-27575 (Cage Code: 3VFR8). The statutory authority applicable to this requirement is 10 U.S.C. 2304(c)(4). CESI was the successful recipient of the original competitive action awarded under STOC II. This effort will be Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Fee (FFP). Award is anticipated prior to 26 July 2016.


PERIOD OF PEROFORMANCE: Nine (9) months, plus three three-month options.

This notice is being provided to alert industry of potential subcontracting opportunities. Additionally, interested persons may identify their interest and capability to respond to this requirement. The Government will consider all responses received by 4:00 p.m. Eastern Standard Time, 12 July 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
