Brief Summary:

The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager Integrated Training Environment (PM ITE), Product Manager for One Semi Automated Forces (OneSAF) has a requirement to re-compete the OneSAF contract. This effort is currently a Delivery Order under the STOC II Program for One Semi Automated Forces (OneSAF) Production. The Re-compete effort will not be placed prior to the 2nd quarter of FY 2018, and the current Delivery Order will expire on 20 September of 2016. Therefore, the Government intends to utilize the FAR Clause 52.217-8 Option to Extend Services to extend the existing Delivery Order for a period of six months. The authority cited for this extension is FAR 16.505(b)(2)(i)(B) "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized".

Under the STOC II program, the OneSAF Production contract was competitively awarded to Leidos. This extension will be under the existing Delivery Order under the STOC II Contract. Award to any other offeror would result in substantial cost duplication and unacceptable delays to the fielding of OneSAF versions.

The Government intends to award and execute FAR Clause 52.217-8 Option to Extend services under the existing Delivery Order to the existing OneSAF Production contract under STOC II, W900KK-09-D-0323 DO 0007, to Leidos, 11951 Freedom Dr, Reston, VA 20190-5640 (Cage Code: 5UTE0). The statutory authority applicable to this requirement is 10 U.S.C. 2304(c)(4). Leidos was the successful recipient of the original competitive action awarded under STOC II. This effort will be Cost-Plus-Fixed-Fee (CPFF). Award is anticipated prior to 20 September 2016.



This notice is being provided to alert industry of potential subcontracting opportunities. Additionally, interested persons may identify their interest and capability to respond to this requirement. The Government will consider all responses received by 4:00 p.m. Eastern Standard Time, 12 July 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
