- Update:Based on Department of Army guidance, funding for the OSWW VISMODs for the CTCs requirement have been deferred until approximately Fiscal Year 2019. As a result, this effort has been postponed. The Government appreciates the responses received and is utilizing this information as Market Research.
The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE), Product Manager for Live Training Systems (LTS) anticipates future requirements to procure VISMODs to depict opposing force vehicles present in theater.
OSWV supports the Combat Training Centers (CTC) Opposing Forces (OPFOR)/Contemporary Operational Environment (COE) Pillar capability by providing OPFOR OSWVs, technical vehicles, unique VISMODs, and Civilian on the Battlefield Vehicles (COB-Vs). This capability provides for an accurate replication of OPFOR and COB-V environment that rotational units must train against. The OSWV fleet is a collection of wheeled vehicles, used as training aids to portray threat vehicles including tactical vehicles, technical vehicles, and COB-Vs. These vehicular training aids are essential to the Army's ability to simulate the capability of enemy maneuver forces countering Unified Land Operations (ULO) during Maneuver Combat Training Center (MCTC) Decisive Action (DA) rotations. Each type of OSWV is composed of three components: the vehicle, VISMOD to make it appear as an OPFOR vehicle, and the Tactical Engagement Simulation System (TESS) paired to the Instrumentation System (IS) required to participate in CTC rotations. Both TESS and IS are developed under the Intrumentable-Multiple Integrated Laser Engagement System (I-MILES) and Combat Training Center Instrumentation System (CTC-IS) programs of record, respectively, with their own inherent requirements. Please note that TESS and IS development will not be included in this effort; however, OSWV shall be compatible with the existing TESS and IS systems.
The OSWV effort will require design, development, integration, testing, management, documentation, and delivery of OPFOR VISMODs to be adapted for the Stryker’s, High Mobility Multi-purpose Wheeled Vehicles (HMMWVs), Family of Medium Tactical Vehicles (FMTVs) and commercial vehicles. The VISMOD design will use both tactical base vehicles temporarily converted into threat representation and be required to convert back if needed return to the Army inventory and commercial vehicles. The VISMODs shall be durable enough to withstand strong vibration and impacts, and have signature fidelity for visual and thermal (paint on modifications must match reflectance of standard US paint and thermal shall replicate physics that match threat as closely as possible). The VISMODs shall be safe, crew and passenger accessible and be sufficiently distinct from Blue Force (BLUFOR) system platforms. VISMOD examples include: light/medium and heavy machine gun, VISMOD mortar systems, and VISMOD air defense modules.
The Government plans to procure the following VISMODs as follows:
Acquisition Approach: If funding is made available, the Government anticipates a Firm Fixed Price (FFP) Delivery Order with a Time and Material (T&M) Contract Line Item Numbers (CLINs) for Contractor Logistics Support (CLS). The period of performance will be for no more than five years with a one-year base period and four subsequent one-year options. The base year (Fiscal Year (FY) 2018) will include a Low-Rate Initial Production (LRIP) to validate the production line, then move into Full Rate Production (FRP) to produce at least 31 visual modifications (see attachments for examples – one possible solution is a .50 caliber bolted to back of vehicle). The second year (FY 2019) will produce a quantity of 100 visual modifications.The third year (FY 2020) will produce 76 visual modifications. Year four (FY 2021) and year five (FY 2022) will be in support of Contractor/Organic Logistics support efforts.

RESPONSES REQUESTED: Responses shall include a capabilities statement (limited up to 15 pages including the cover sheet) that include the following: Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address, DUNS number, CAGE code, NAICS Code (333318)and Small Business Size Status with any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc.). Small businesses are asked to indicate interest in participating as the prime contractor or as a subcontractor. The capability statements shall also provide the following:
1) Submit a description of your company’s capability in producing similar efforts in a secure environment consistent with the requirements above and attached documents.
2) Discuss your company’s manufacturing capability to include the ability to manufacture required quantities within the proposed schedule and the ability to manufacture VISMODs that are durable.
3) Discuss your company’s ability and familiarity with integrating, installing and testing VISMODs and other training devices.
4) Discuss your company’s ability to conduct Interim Contractor Support (ICS).
5) Discuss your company’s ability to develop and execute New Equipment Training (NET).
6) Discuss your company’s familiarity and ability to integrate with Instrumentable-Multiple Integrated Laser Engagement System (I-MILES) and Tactical Engagement Simulation System (TESS).
