PROGRAM DESCRIPTION: RC-12X/MC-12S Cockpit Procedural Trainer (CPT) - Reconfigurability Upgrade

SOURCES SOUGHT NOTICE

The U.S. Army has a requirement for pilot cockpit procedural training for the Pro Line 21 equipped MC-12S aircraft. To satisfy this training requirement, the Government plans to modify the existing two RC-12X Universal Avionics equipped CPTs currently fielded at Ft. Huachuca, AZ, to add the capability to train and sustain proficiency in specified Pro Line 21 aircraft individual and crew tasks. The CPT shall maintain all training capability for the existing RC-12X Universal Avionics configuration and will be augmented with the hardware, software, media, and documentation necessary for training Pro Line 21 aircrews in the tasks identified in the RC-12X/MC-12S Performance Specification. The upgraded reconfigurable CPT will hereafter be referred to as the RC-12X/MC-12S CPT to reflect the reconfigurability capability of the CPT to support training on both aircraft avionics packages.

The Contractor will be provided all existing software and the technical data package (drawings, specifications, and design documents) for the RC-12X CPT as Government Furnished Information (GFI). The Contractor will use the GFI along with MC-12S and Pro Line 21 technical and operational documentation to analyze, design, produce, and test the Pro Line 21 capability using a Contractor environment and resources. The Contractor will be given limited access to an RC-12X CPT at Ft. Huachuca to perform data collection, requirements analysis, and integration of the Pro Line 21 capability into the RC-12X CPT architecture. After completion of the integration effort, the Government will conduct an Acceptance Test on the upgraded CPT. After successfully completing the Acceptance Test, the Contractor will upgrade the 2nd CPT at Ft. Huachuca with the same tested and accepted hardware and software baseline.

Upon acceptance of the 2nd CPT by the Government, the Contractor will begin providing a 12 month Post Production System Support (PPSS) service for the RC-12X/MC/12S CPTs, followed by an optional 12 month PPSS service. The PPSS effort is expected to include maintaining the Information Assurance Security posture of the devices and the correction of software discrepancies not discovered during system testing. No major software modifications or enhancements are anticipated during the initial 24 month PPSS period.

REQUIREMENTS

Refer to the RC-12X/MC-12S Performance Work Statement (PWS) for a description of the contractual and programmatic requirements and expected level of effort and the RC-12X/MC-12S Performance Specification for system technical requirements.

RESPONSES REQUESTED: Contractors desiring to be considered for this opportunity are requested to respond via email only (no hard copies are required)on or before February 09, 2015, no later than11:00 AM EST to jason.jerome3.civ@mail.mil. Contractors are requested to provide capability statements not exceeding fifty (50) pages, including the cover sheet. Font shall not be smaller than industry standard word processor 10-point Times New Roman. The brief can be either a MS Word document or a Power Point presentation. The cover page should include company name, address, and points of contact including phone numbers and email addresses. Please identify your Business Size Standard. Please state how you will meet the limitations on subcontracting as set forth in FAR 52.219-14.

The Government requests that responses describe the Contractor’s past experience and capability of satisfying the aforementioned requirements, a ROM estimate for the production and PPSS efforts, and a notional schedule for completing the tasks associated with the contracted effort. Detailed overhead rates or buildups are not required. It is requested that the response includes the technical approach to be used for designing and implementing the reconfigurability capability using the Government provided technical data package and with limited access to a fielded and operational RC-12X CPT.

NOTICE: Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 16. Contractors are advised that the Government may use a streamlined, multi phase process or evaluation factors in accordance with FAR Part 16 to determine if contractors will proceed to the next stage, and ultimately submitting an offer to be considered for award.
