SOURCES SOUGHT NOTICE
PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Constructive Simulation (CONSIM), Product Manager Warrior Training Integration (WTI) has a requirement for the Live, Virtual, Constructive – Integrating Architecture (LVC-IA) and Infrastructure to incorporate future systems and capabilities, including emerging technologies and facilitating a building-block approach that integrates and updates the Live, Virtual, Constructive and Gaming (LVCG) training environment.
LVC-IA is the foundational Program of Record (PoR) responsible for establishing the structure and framework required to integrate simulation environments into the Army’s Integrated Training Environment (ITE). As the enabler for the ITE, LVC-IA facilitates on-demand training, mission planning and rehearsals, Mission Command System (MCS) interaction, and interoperability.
The LVC-IA and Infrastructure provides protocols, standards, and interfaces to create the interoperability of currently dissimilar Training Aids, Devices, Simulations, and Simulators (TADSS) supporting Live, Virtual, Constructive-Gaming (LVC-G) training environments so that they can simultaneously stimulate MCS. The program is structured to be developed and fielded using an incremental version release approach. Version 1.0 facilitates the interoperability between TADSS with MCS Core Systems: Live Environment - Home Station Instrumentation Training System (HITS); Virtual Environment - Close Combat Tactical Trainer (CCTT), Aviation Combined Arms Tactical Trainer (AVCATT); and Constructive Environment - Joint Land Component Constructive Training Capability Entity Resolution Model (JLCCTC ERF). Version 2.0 will incorporate additional systems, capabilities and emerging technologies including: SIPRNET connection; Bi-Directional MC Cross Domain Solution (CDS) rule sets; Distributed operations; Increased entity counts; Games for Training; and Dismounted Soldier Training System (DSTS).
The LVC-IA program is currently located in a Government facility (12000 Research Parkway, Orlando, Florida 32826) and the Post-Deployment Software Support (PDSS) Lab is located within the current contractor’s facility located within Research Park. Government Furnished Property (GFP) will be available for the LVC-IA contractor and consists of a software engineering environment and lab equipment. An integration lab designed to house the LVC-IA Core Systems in a common work area has been developed and is located within the Government facility. A PDSS lab facility will need to be provided by the Contractor. Government Furnished Information (GFI) will be provided as necessary to support the requirements of the contract.
It is anticipated that this “Recompete” effort will include Version (V) 3 and V4* development (~2 year development cycle each); V3 and V4 integration & test, Government Acceptance Test (GAT) and First User Assessment (FUA) for each version; PDSS/Site Support/Spares for V2.x to V4.x throughout the contract period of performance as each version is fielded; fielding version upgrades from V1.x to V2.x, V2.x to V3.x, and V3.x to V4.x at each of the 15 sites, at an estimated two year cycle for each upgrade; and potentially one site activation. Tech refresh would occur during the upgrades for ~5 sites/year. These efforts will be concurrent activities that will require continued production and fielding/upgrades of the LVC-IA systems to the remaining BOIP sites.
(*At this time, V4 is an Unfunded Requirement, however requirements will be finalized before the Final RFP is issued.)

FY13: Ft. Bliss, TX, Ft. Campbell, KY, Ft. Drum, NY, Camp Casey, Korea
FY14: Ft. Stewart, GA, Ft. Riley, KS, Ft. Carson, CO, Schofield Barracks, HI
FY15: Ft. Bragg, NC, Joint Base Lewis-McCord, WA, USAREUR
FY16: USARAK, Ft. Benning, GA (COE), Ft. Polk
ACQUSITION APPROACH: The Government anticipates that this LVC-IA Recompete requirement will be fulfilled via a delivery order under PEO STRI’s STOC II contract in accordance with FAR Part 16.505, to be awarded in 3QFY16. The Government will make the award on a Best Value/Trade-off basis. The Government anticipates a combination of Cost Plus Fixed-Fee (CPFF), Firm Fixed Price (FFP), and Time and Materials (T&M) efforts. The delivery schedule will consist of a two year base plus potentially four one-year options. The Government anticipates an Industry Day/Site Survey to occur during the Draft RFP phase.
ESTIMATED DOLLAR VALUE: Approximately $49M
RESPONSES: At this time, the Government is requesting information from ONLY STOC II Lot II contractors. Responses shall include a capabilities statement and address the following specific requirements. Responses are limited to seven pages, excluding the cover sheet. The cover sheet shall include the following company information: name, address and URL, POC and email address, STOCII Lot II contract number, DUNS and CAGE code, and small business type and size. Contractors responding to this notice should address, at a minimum, the following:
1. Describe the management approach and processes that will be utilized to improve upon current LVC-IA capability to mature the program including anticipated manning/staffing levels, availability of skilled personnel, coordination activities with Core programs (i.e. AVCATT, CCTT/DSTS, JLCCTC-ERF, HITS/IMILES, SE Core, Games for Training), and management of the Government provided integration facility and stand up of a PDSS lab.
2. Describe your experience and approach for the configuration management of assets, coordination of multiple baselines and synchronization of core program support to enable development of new capability, fielding to new sites, and support of fielded sites.
3. Describe your company’s experience in providing/supporting Live, Virtual, Constructive and/or Gaming (VBS2) simulation event/exercise plan development and implementation.
4. Describe your experience with PDSS. Include any specific experience with LVC-IA or a comparable program and any of the Core System programs such as HITS, CCTT, AVCATT, CFFT, OneSAF, JLCCTC and Gaming.
5. Describe your experience with development and maintenance of an open architecture solution such as LVC-IA, to support
a. Adapting/upgrading to core systems architectural changes, and
b. Expanding the LVC-IA for technology insertion.
6. Describe your company’s experience/expertise in Virtualization of Systems to minimize hardware footprints, and transition to Cloud based computing.
