The US Army Program Executive Office Simulation, Training, and Instrumentation (PEO STRI), Program Manager Training Devices (PM TRADE) has a requirement to procure laser illuminators, Multiple Integrated Laser Engagement Systems (MILES) hit sensing and shootback equipment for the Integrated Military Operations on Urban Terrain (MOUT) Training Systems (IMTS).
The IMTS systems are used to conduct combined arms collective training from the individual to the brigade level in urban environments throughout the Active Duty Army, Reserve, and National Guard sites. IMTS is designed for force on target exercises under day and night conditions enabling the utilization of video, sound, and target, hit data to create After Action Review (AAR) feedback to increase collective battle and support tasks proficiencies at the home stations.
The Government anticipates that the requirement will be fulfilled by a new Firm Fixed Price Delivery Order to General Dynamics One Source, LLC under PEO STRI’s Omnibus Contract II (STOC II), W900KK-09-D-0340.This order will be issued on a sole source basis in accordance with FAR 16.505(b)(2)(i)(B), “Only one awardee is capable of providing the supplies required at the level of quality required because the supplier or services ordered are unique or highly specialized.”
This effort will consist of the procurement of laser illuminators designed for control by current Army training systems and enable night video operations; MILES hit sensing and shootback equipment that operates with the legacy Human Type Targets (HTT) and MILES vests. Contract award is anticipated prior to October 2014.

This notice is being provided to verify that no other sources can meet this requirement given the time required to meet the current need for this effort. Interested sources shall submit their capabilities statement (no more than 10 pages) by the closing date of this notice to the POC’s listed below. Responses shall provide a description of the source’s ability to meet the requirement and delivery schedules.
This notice does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) and is not a commitment by the US Government to procure the subject products. No funds are available to pay for the preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
