Brief Summary:

TITLE:
Joint Readiness Training Center (JRTC) Existing Instrumentation Towers Technical Refresh.

PROGRAM DESCRIPTION:
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a lifecycle tech refresh responsibility for Towers associated with the Tactical Communication Subsystem of JRTC- Instrumentation. This effort involves the purchasing and installation of hardware/equipment and associated materials to support the installation of new VHF FM SINCGARS antennas/lines and RF over Fiber Transmission links as being implemented on the new Joint Operations Center (JOC) Tower Effort for the following towers in the JRTC Maneuver Area:

  • Mill Creek
  • Cemetery 13
  • Southern
  • Peason East
  • Peason West
  • Interim Staging Base (ISB) at Alexandria Airport

This effort will require the removal and replacement the current COM201B antennas, lines, and necessary supporting equipment to accommodate new VHF FM SINCGARS Model - RF-9072-AT001 antennas and lines and shall implement the Radio Frequency (RF) over fiber transmission of communications signals from/to Building 1560 using the same technical approach as being implemented for the new JOC Tactical Tower.

ACQUISITION APPROACH:
The Government intends to award a modification to the Advanced Systems Technology (AST) under PEO STRI Omnibus Contract (STOC II), Delivery Order W900KK-09-D-0313-0002. This modification will be for the installation VHF FM SINCGARS Model - RF-9072-AT001 antennas and lines and shall implement the Radio Frequency (RF) over fiber transmission of communications signals from/to Building 1560 on the existing six (6) instrumentation towers. This action will be issued on as an exception to fair opportunity in accordance with FAR 16.505(b)(2)(i)(C). AST, Inc is already performing this same effort at the same location, this requirement simply increases the amount of the same effort. Therefore, this exclusion to fair opportunity significantly reduces duplication of effort and logically follows the original delivery order requirements.

PERIOD OF PERFORMANCE: Six months

ESTIMATED DOLLAR VALUE: Approximately $2.2M

NOTICE:
This notice is being provided to ascertain whether any other sources can meet this requirement without duplicating design and engineering efforts already performed under the delivery order. Firms that believe they possess the technical capabilities and can avoid duplicative efforts, shall submit capabilities statement (no more than 10 pages) by the closing date of this notice to the POCs listed below. Responses shall contain company name, URL, point of contact (email address and telephone number), cage code, business size under STOC, whether the company is a manufacturer or distributor and shall provide a description of the source's ability to meet the lifecycle replacement requirement. STOC II contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 16.
