The Project Manager Synthetic Environment (PM SE) provides relevant integrated modeling and simulation capabilities to achieve Army readiness. It converges virtual, constructive and gaming products into one organizational structure to ensure maximum benefits are derived from their blended capabilities in concert with live training. PM SE enables tough, realistic training through the replication of the uncertainty, stress and complexity found in today’s evolving operational environment. PM SE provides commanders the ability to train the full range of military operations within current or projected training space in large scale home station exercises. PM SE is comprised of four product offices: One World Terrain (OWT), Common Synthetic Environment (CSE), Medical Simulation (MedSim), and Constructive Simulation Support (CSS).

Mr. John Gillette currently serves as the Project Manager for Synthetic Environment within the U.S. Army Program Executive Office, Simulation, Training and Instrumentation (PEO STRI), in Orlando, Florida. His portfolio includes Common Synthetic Environment (CSE), Constructive Simulation Support (CSS), and Synthetic Warrior Systems (SWS). His portfolio provides Live, Virtual, and Constructive training systems covering all warfighting functions to Army and Joint Formations worldwide.

Mr. Gillette was commissioned as a Field Artillery officer in June 1984 at Valley Forge Military Junior College in Wayne, Pennsylvania. Following several field artillery assignments and military career advancements, he deployed to Saudi Arabia in 1991 in support of Operations Desert Shield and Desert Storm. From May 2001to June 2003, he served as the Fire Support Battlefield Operating System Chief for the Battle Command Training Program (BCTP)and deployed to Kuwait and Iraq for the initial phases of Operation Iraqi Freedom as the Chief of the Fires and Effects Cell. In May 2003, he assumed Command of the New York City Army Recruiting Battalion.

In 2005, Mr. Gillette relinquished this command and deployed to Baghdad, Iraq as the Chief of Effects at the Strategic Operations Center for Multi-National Forces-Iraq. During his tenure in Iraq, he supported the clearance of High Value Targets and established the Tips Hotline for Baghdad. In 2006, he was assigned as the Mounted Maneuver Division Chief for the Army Evaluation Center in Alexandria, Virginia. There he was responsible for the test and evaluation of the M1 Abrams Main Battle Tank, the Bradley Fighting Vehicle, and Force XXI Battle Command, Brigade and Below (FBCB2).

Mr. Gillette retired from active service in October of 2008. He served as a Product Officer for Tactical Ground Reporting (TiGR), as the Lead for the Mounted Computing Environment, and as the Deputy for JBC-P. From January 2018 to March 2021, he served as the Deputy for Project Manager Tactical Network, after which he assumed his current position. Prior to his current position, Mr. Gillette served as the Product Manager for Mission Network where he managed and procured expeditionary, resilient, simplified, and secure networking technology across tactical formations in the Army.

Mr. Gillette holds an Associate of Science Degree from the Valley Forge Military College, a Bachelor of Arts degree in Sociology from the University of Delaware, and a Master of Science degree in Counseling and Leader Development from Long Island University. He is a 1999 graduate of the Army Command and General Staff Officers Course at Fort Leavenworth, Kansas, and a 2018 graduate of the Defense Acquisition University Senior Service College Fellowship. Mr. Gillette’s awards and decorations include the Bronze Star Medal with oakleaf cluster, and the Meritorious Service Medal with three oak leaf clusters. His civilian awards include the Meritorious Civilian Service Award, the Commander’s Award for Civilian Service, and the Civilian Achievement Award.

Mr. Scott Pulford is the Deputy Project Manager for PM Synthetic Environment (PM SE) within the Program Executive Office, Simulation, Training and Instrumentation (PEO STRI). In this position, he serves as the DPM to an acquisition organization of over 200 personnel executing over $400M annually across numerous Acquisition and Modernization Programs including critical elements of the Army’s Synthetic Training Environment.

Prior to his Civil Service appointment, he served 22 years on active duty with the United States Army. He completed his tour of duty on October 31, 2009, and retired at the rank of colonel.

Mr. Pulford is a graduate of the United States Military Academy, where he was commissioned as a Second Lieutenant in Armor and awarded a Bachelor of Science degree in Geography and Civil Engineering in 1987. He also holds a master’s degree in industrial engineering at the University of Louisville, Louisville, Kentucky. Mr. Pulford held a variety of Armor command and staff positions prior to his acquisition assignments including Tank Platoon Leader, Support Platoon Leader, Company Executive Officer, Battalion Maintenance Officer, Brigade Plans Officer, and Company Commander.

In 1996, Mr. Pulford transitioned from Armor to the Acquisition Corps with assignments as a Combat Development Officer at the US Army Armor Center, an Assistant Product Manager in PM Ground Combat Tactical Trainers, as the Executive Officer for the Central Technical Support Facility – Stryker at Ft. Lewis, WA. From 2005 to 2008, Mr. Pulford returned to PEO STRI where he served as the Product Manager for Ground Combat Tactical Trainers at PEO STRI overseeing a portfolio of over 40 training devices and enablers including the development and fielding of the Medical Simulation Training Center (MSTC) and HMMWV Egress Assistance Trainer (HEAT) programs. Mr. Pulford completed his active-duty assignments as the Deputy Project Manager for Future Force Simulation (PM FFS) in PEO STRI.

From 2009 to 2015, Mr. Pulford began his Army Civilian service where he served as a member of the PEO STRI Senior Staff as the Strategic Integrator and G3 Operations lead. In this position, he served as the primary conduit for PEO STRI for coordination and synchronization across the Training Support System Enterprise as well as the ASAALT and Army Staffs. From 2016 to 2021, Mr. Pulford served as the Deputy for PM TRADE / Soldier Training where he oversaw the execution of the PEO’s portfolio that supports the Live and Virtual training domains, Combat Training Centers, large and small caliber ranges and medical simulation.

Mr. Pulford’s military awards and decorations include the Legion of Merit, Meritorious Service Medal (5 OLC), Army Commendation Medal (4 OLC), the Parachutist Badge and the Combat Action Badge.

PM CT2 is a highly skilled innovative organization providing advanced technical cyber, test and training capabilities to the Army, other Department of Defense Services and Allied Nations. PM CT2 supports Combatant Commands, Test and Evaluation Enterprise and Special Operations Command with advanced cyber electromagnetic activity (CEMA) and communications network solutions, nuclear and environmental test solutions, and synthetic training capabilities to enable the Department of Defense to achieve Joint All Domain Operations.

PL TSO Project Lead TADSS Support Operations

Mission:

Execute the AR 350-38 TADSS Maintenance Program, providing integrated training systems sustainment and selected training services world-wide.

Every Soldier in the Army; every Abrams, Bradley, and Apache crew; every Brigade Combat Team going through a CTC rotation, trains using training devices maintained, and in some cases operated, by PL TADSS Support Operations (PL TSO).  PL TSO also supports TADSS required for institutional training (schoolhouse) throughput.

PL IPO Project Lead International Programs Office

Mission:

IPO builds partner capacity by providing training systems, training and sustainment in conjunction with PEO STRI PMOs portfolio of products. Supports partner nations in line with the Combatant Commander's and the Army Service Component Commander's Theater Engagement Strategy. Operates as a Security Assistance Management Directorate and an FMS Program Management Office in support of the Army Security Assistance Enterprise.
