Mr. Nick Kioutas is an Army Acquisition workforce member assuming leadership as the Project Lead for Enterprise Transformation and Integration (PL ETI) - the Army’s newest project office under the Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI).

Mr. Kioutas recently retired from the Army in May 2024 after 30 years of service as a colonel in the Acquisition Corps. During the time between his military service and his selection to civil service, Nick served as the Chief Technology Officer for a start-up company involved in the use of AI, cloud computing, and robotics for conservation projects in remote regions.

As an Army officer, Mr. Kioutas served as the Project Manager for Synthetic Environment at PEO STRI from May 2022 through October 2023. He previously served as Project Manager Positioning, Navigation, and Timing (PM PNT) within PEO Intelligence Electronic Warfare & Sensors (PEO IEW&S).

Prior to becoming a Project Manager, Mr. Kioutas served in the Pentagon as the Chief of Staff for the Office of Process Innovation and Integration where he spearheaded the SECARMY and Chief of Staff of the Army’s acquisition reform efforts and graduated from the Army War College in Carlisle, Pennsylvania.

Mr. Kioutas began his Army career in the Aviation branch, flying CH-47 Chinook helicopters, and commanding units in South Korea and Fort Liberty, North Carolina. After Company Command, and the Combined Logistics Captain’s Career Course, he transitioned to the Acquisition Corps and began his first acquisition assignment as a Combat Developer at the Army Cyber Center in Fort Eisenhower, Georgia.

Mr. Kioutas’ military career spanned a broad range of activities to include requirements development, science and technology development, resource management, contract management, program management, testing, fielding, sustainment, and operational command. Other highlights include assignments as the Deputy Commander for Task Force Observe Detect Identify Neutralize (TF ODIN) in Iraq, the Product Manager Joint Robotics, the Product Manager Small Unmanned Aircraft Systems, the Product Manager Unmanned Aircraft Systems (UAS) Modernization, Product Director Counter – UAS, Product Director Space and High-Altitude Office, Assistant Product Manager Gray Eagle, and Assistant Product Manager Autonomous Navigation System.

Mr. Kioutas is a native of Rolling Meadows, Illinois. He holds a Bachelor of Science from the United States Military Academy, West Point and master’s degrees in systems engineering, computer information systems, business administration, and strategic studies.

Ms. Destiny Laski is assigned as the Deputy Project Lead for Enterprise Transformation and Integration (PL ETI) within the Program Executive Office, Simulation, Training, and Instrumentation (PEO STRI). In her current position she is responsible for developing enterprise level products and services that enable agile acquisitions, rapid prototyping and technology modernization, and the transformation to an enterprise product line that supports rapid development, deployment and operations of training capabilities across the PEO portfolio of programs.

Prior to transitioning to Project Management, she served for 8 years as the Acquisition Logistician and Product Support Manager (PSM) for Project Manager Training Devices (PM TRADE) responsible for the acquisition logistics requirements for the Product Manager Live Training System and Product Manager Virtual Training System portfolio of programs. In her next civilian position, she served as the PEO STRI G4 and Director of Logistics at PEO STRI for 6 six years, responsible for implementing and overseeing Army policy across the organization for Product Support, Materiel Release, Total Package Fielding and Property Accountability. Ms. Laski served as the Team Orlando Board of Director (BOD) member for the Army, collaborating with the DoD Services, academia and industry to forge an ecosystem for enhancing Modeling, Simulation, Training and Human Performance (MST&HP).

Before joining the ranks of the civilian service, she worked as a contractor supporting the Missile Defense Agency (MDA) programs, to include Ground-based Midcourse Defense (GMD) Deployable and Sea-based X-Band Radar programs, Washington, D.C. Prior to contractor and civilian service, she attended Kent State University, earning an International Relations Bachelor’s degree, and Geroge Mason University, earning a Public Policy (National Security) Master’s degree.
