PM TRADE provides Soldiers, Units, Leaders and Allies via Foreign Military Sales (FMS) with realistic environments and enablers across the spectrum of training to ensure sustainable Readiness.

COL Monaghan is the 26th Project Manager for PM Training Devices (TRADE). He previously served as the Military Assistant and Acquisition Advisor to the Vice Chief of Staff, Army. He entered military service in 1999 and is a graduate of The Citadel, The Military College of South Carolina.

Prior to his time as a Project Manager, COL Monaghan served as the Product Manager for PdM Cyber Resiliency & Training, Program Executive Office Simulation Training and Instrumentation (PEO STRI), Orlando, FL. He was the first Army Training With industry Fellow at Ford Motor Company in the Global Quality Office 6 Sigma Center. He served in the Office of the Chief of Staff, Army, as a special assistant to the Director of the Army Staff in the Executive Communication Control (ECC). COL Monaghan was the Department of the Army Systems Coordinator for PEO STRI; Executive Officer to the Program Executive Officer, PEO STRI; Assistant Product Manager, Combat Training Instrumentation Systems, PEO STRI; Assistant Product Manager, Special Operation Forces Training Systems, PEO STRI; Company Commander Beast Troop 1-33 CAV, 3BCT, 101 ABN (RAKKASAN), FT Campbell KY, Iraq; Liaison Officer to the 3ID Division Commander, 3BCT, 101ABN (RAKKASAN), Iraq; Brigade Training Officer, 3BCT, 101ABN (RAKKASAN), FT Campbell KY; Company Commander Bushmaster Company, 2-58 IN, FT Benning GA; Company Executive Officer HHC 1-6 IN (MECH), Iraq, Platoon Leader Bravo Company, 1-6 IN (MECH), Baumholder Germany.In 2005, Mr. Gillette relinquished this command and deployed to Baghdad, Iraq as the Chief of Effects at the Strategic Operations Center for Multi-National Forces-Iraq. During his tenure in Iraq, he supported the clearance of High Value Targets and established the Tips Hotline for Baghdad. In 2006, he was assigned as the Mounted Maneuver Division Chief for the Army Evaluation Center in Alexandria, Virginia. There he was responsible for the test and evaluation of the M1 Abrams Main Battle Tank, the Bradley Fighting Vehicle, and Force XXI Battle Command, Brigade and Below (FBCB2).

COL Monaghan has three combat deployments to Iraq in support of Operation Iraqi Freedom and several other deployments to Afghanistan and the Middle East in support of Operation Enduring Freedom. COL Monaghan holds a Bachelor of Science in Education from The Citadel, Charleston, South Carolina; a Master of Business Administration in Systems Acquisition Management from the Naval Postgraduate School, Monterey, California; and a Master of Science in National Resource Strategy from the Eisenhower School for National Security and Resource Strategy, Washington D.C.

He is Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certified in Program Management, Level II Certified in Information Technology; Level I Certified in Test and Evaluation, is a Lean 6 Sigma Certified Black Belt and is a certified Agile SCRUM Master.

His awards and decorations include the Bronze Star, the Meritorious Service Medal with five oak leaf clusters, the Joint Service Commendation Medal, the Army Commendation Medal with 2 oak leaf clusters, the Joint Service Achievement Medal, the Army Achievement Medal with two oak leaf clusters, the Joint Meritorious Unit Citation, the Meritorious Unit Citation with one oak leaf cluster, National Defense Service Medal, the Afghanistan Campaign Medal with one campaign Star, the Iraq Campaign Medal with four campaign stars, the Global War on Terrorism Expeditionary Medal, the Global War on Terrorism Service Medal, the Military Outstanding Volunteer Service Medal, The NATO Medal, the Combat Infantryman’s Badge, the Combat Action Badge, The Expert Infantryman’s Badge, the Army Parachutist Badge, the Army Staff Badge, the Order of St Maurice, the Order of St Barbara, the Order of St George, the order of Thor, the German Schutzenschnur, the Dutch Vierdaagse Afstandsmarsen Medal, and the Norwegian Det Militaere Marsjmerket badge.
