Mr. Michael B. Wiloughby is currently serving as the Project Lead for Training Aids, Devices, Simulations, and Simulators (TADSS) Support Operations or PL TSO. In this role since August 2023, he is responsible for executing the TADSS maintenance program for over 300,000 TADSS at over 430 locations; and providing integrated training system sustainment and select training services world-wide. His organization of over 130 government and contractor employees executes over $450M annually.
Mr. Willoughby is a career civil servant with over 35 years as a Department of the Army Civilian including 28 years of acquisition experience. Prior to his current assignment, Mr. Willoughby served as the Deputy Project Lead, International Program Office at PEO STRI. In this role, Mr. Willoughby assisted the Project Leader manage an office of 70+ Government and contractor personnel to manage a $3B portfolio of 380+ foreign military sales cases for 67 international partner nations.
Mr. Willoughby served within Project Manager Training Devices (PM TRADE) at PEO STRI from 2016 to 2022 as Product Director Digitized Training (PD DT), Product Director Future Training Solutions (PD FTS), and Product Manager Live Training Systems (PdM LTS). In these roles Mr. Willoughby managed a portfolio of force-on-force, Opposing Force, and live fire ACAT II and ACAT III projects including Multiple Integrated Laser Engagement System, Opposing Force Surrogate Wheeled Vehicle, Digital Range Training System, Future Army System of Integrated Targets, Threat – Integrated Air Defense System, and Common Training Instrumentation Architecture.
Prior to his assignments in PM TRADE, Mr. Willoughby served as both the Chief Engineer and Acting Deputy Director for the Instrumentation Management Office (IMO) within the Project Manager for Instrumentation, Targets and Threat Systems (PM ITTS) at PEO STRI. In his role at IMO, he oversaw the acquisition and fielding of instrumentation systems to the Army Test and Evaluation Command (ATEC) that are used for operational and developmental testing of Department of Defense weapon systems. Prior to joining PM ITTS, Mr. Willoughby was the Deputy Director of the Joint Training Integration and Evaluation Center (JTIEC) where he managed science and technology projects sponsored by the Office of the Secretary of Defense Modeling and Simulation Coordination Office.
Mr. Willoughby was born and raised in Atlanta, Georgia, and holds a Bachelor of Science in Industrial Engineering from Auburn University. Upon graduation, he entered the Army Materiel Command Safety Engineering Intern program at Red River Army Depot.
Mr. Willoughby has held a variety of engineering, safety and program management positions within the U.S. Army, including assignments at the U.S. Army Electronic Proving Ground at Fort Huachuca, Arizona; HQ U.S. Army, Europe, and the Installation Management Agency, Europe Region Office, in Heidelberg, Germany; and STRICOM/PEO STRI in Orlando, Florida.
He is a member of the Army Acquisition Corps, certified Acquisition Level Advanced in Program Management and Practitioner in Engineering and is a graduate of the U.S. Army War College. He holds a Master of Science in Industrial Engineering from Texas A&M University, a Master of Business Administration from the University of Florida, and a Master of Strategic Studies from the U.S. Army War College.
Mr. Willoughby’s awards include the Civilian Service Commendation Medal, Superior Civilian Service Award, and the Meritorious Civilian Service Medal.

Mr. Justin Fortune is assigned as the Deputy Project Leader for TADSS Support Operations (TSO) within the Program Executive Office, Simulation, Training, and Instrumentation (PEO STRI).
In his current position he is responsible to support the Project Lead in the execution of AR 350-38 TADSS Maintenance Program, providing integrated training systems maintenance and selected training services world-wide. This effort entails management of no less than five contracts encompassing the maintenance of almost 300,000 TADSS world-wide. Prior to joining the Department of the Army, he served as a civilian employee for 11 years for the Department of the Air Force. He served in various roles to include his first civilian position as Branch Chief, A3OO Current Operations, Air Force District of Washington (AFDW) responsible for the readiness of the Operations Center for the AFDW Commander. His next civilian position was acquisitions related serving as an International Planner for the Joint Strike Fighter (JSF) Engine Integrated Product Team coordinating F135 requirements and actions with the JSF Partnered Nations. From International Planner he moved into the Retrofit/Modifications Manager position for the F135 Engine with a driving goal to ready the engine for Initial Operational Capability (IOC) of the United States Marine Corps (USMC). Following USMC IOC, leadership reassigned him to be the Production Lead for the F135 Engine. After working at the JSF, he took a position with the USAF at Eglin Air Force Base as the Deputy Materiel Leader Direct Attack Munitions, Foreign Military Sales (FMS). From there he moved to be the Production Manager Small Diameter Bomb Increment II and then Section Chief, Subscale Aerial Targets.
Before joining the ranks of the civilian service, he worked as a contractor supporting PMA-265 FMS programs at Patuxent River Naval Air Station, Maryland. Prior to contractor and civilian service, he served on active duty in the United States Air Force retiring in the rank of lieutenant colonel.
